(a) City staff shall collect water quality samples, where feasible and safe, <br />from upstream of the spill and the spill entry point. Feasibility for obtaining a sample shall <br />depend on whether sufficient flow exists to collect a representative, uncontaminated sample and <br />whether dangerous conditions exist that would preclude City staff from safely obtaining a <br />sample. The City may discontinue sampling where insufficient impacted flow exists to take a <br />sample; <br />(b) The City shall follow the sampling protocols of the WQMP and sample for <br />components listed in its WQMP, which include ammonia, enterococcus, total coliform, E-coli <br />and nitrogen. The City shall also perform human marker testing; <br />(c) If the City determines that an SSO response and cleanup is beyond the <br />capabilities of the City, the City will consult and/or retain a qualified outside consultant to assist <br />the City; <br />(d) At the City's sole discretion, the City may perform similar sampling of <br />spills of less than ten thousand (10,000) gallons if conditions warrant such sampling. <br />1.5 Public Notification: For SSOs that have not fully been removed or mitigated in <br />areas that have a high volume of public activity, the City shall install appropriate public <br />notification signs and barricades and keep pedestrians and vehicles away from contact with the <br />SSO. The City shall posts signs at creeks, streams, and/or beaches that have been contaminated <br />as a result of a SSO at visible locations until the risk of contamination has subsided to acceptable <br />background bacteria levels. Signs will not be removed until directed by County Environmental <br />Health or the City's Public Work's director or designee. <br />1.6 CCTV Completion: The City has completed CCTV and a condition assessment of <br />17 of its 19 sewer basins and will complete the CCTV and condition assessment of the remaining <br />2 basins by December 31, 2017. The City will maintain CCTV review in 10 year cycles. <br />1.7 Lateral Inspection: The City currently inspects and repairs lower laterals. The <br />City will inspect the upper lateral at the same time the City normally inspects lower laterals. The <br />City also maintains an on-call sewer service truck that routinely inspects the lower lateral as part <br />of any response. <br />1.8 CIWQS SSO Public Reports: The City includes and will continue to include the <br />address and geo-coordinates on the CIWQS SSO Public Report site and will include a map of <br />SSO location in future reports. <br />1.9 Background Monitoring: The City will perform background monitoring of the <br />surface waters twice each year, once in dry weather and once in wet weather. The City will <br />measure the following constituents in background samples: total and fecal coliform; biological <br />oxygen demand (BOD); pH; and temperature. <br />1.10 Repair Prioritizing: The City will consider and review prioritizing projects to <br />repair or rehabilitate pipes that are next to open creeks. <br />REV: 05-09-17 MI Page 3 of 9 <br />ATTY/AGR.2017.100/Settlement of CRW Anticipated Litigation <br />
