The Director of Parks and Recreation in cooperation <br /> with the Police Department is hereby authorized and directed to <br /> erect distinctive signs designating the aforesaid areas as Drug <br /> Free Zones, to provide and disseminate such educational materials <br /> as he deems appropriate pertaining to the meaning of such zones <br /> and the deleterious effect of illegal drugs, and otherwise to <br /> implement the policy established hereby, subject to the <br /> availability of funds. <br /> 3.
