REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 12, 2017 <br /> <br />SUBJECT <br />Agreement with Smart Utility Systems Inc. for a Customer Water Use Portal <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a Professional Services <br />Agreement with Smart Utility Systems Inc. in an amount not to exceed $388,881 for a <br />term of 6 years <br /> <br />BACKGROUND <br />In 2009 Redwood City implemented a web-based application for water utility customers <br />to view their water use online, to calculate water budgets for residential and dedication <br />irrigation uses, and send water users notifications about their water use such as for <br />leaks on customer pipes. At the time, there were no commercially available applications <br />that could provide the functions needed to achieve the City’s goals, and the City hired <br />KorTech Consulting Inc. to build the needed functions into the City’s existing Water <br />Allocation Program developed by KorTech for the City in 2001. <br /> <br />Since its implementation, the Water Allocation Program, also known as MyWater to the <br />public, has relied upon City staff and its consultant to develop the software, correct any <br />issues, and program new features. At times, significant City resources have been <br />required to support the application. For this reason, the Water Allocation Program has <br />undergone one major cosmetic update, but has remained relatively unchanged. <br /> <br />ANALYSIS <br />A new Customer Water Use Portal will allow the City to continue to serve its water <br />customers with the tools they have come to rely upon including weather-based water <br />use budgets, leak notifications, views of hourly water consumption, and over budget <br />alerts for dedicated irrigation customers. In addition, a new water portal has the ability to <br />provide many new features such as mobile device access, water outage notifications, <br />customizable alerts for water users, integration with the City’s online payment <br />processor, and analytical tools to support our water conservation programs. <br /> <br />On September 16, 2016, the Public Works Services Department released a Request for <br />Proposals (RFP) seeking a provider to replace the Water Allocation Program. The RFP <br />was posted on the City’s website, published in the Daily News, and emailed to six <br />6.1.E. - Page 1
