REPORT
To the Honorable Mayor and City Council
From the City Manager

June 12, 2017

SUBJECT
Levy of Benefit Assessments for Fiscal Year 2017/2018 for the Seaport Centre
Maintenance District

RECOMMENDATION
Adopt a resolution to order the Levy and Collection of Benefit Assessments for FY
2017/2018 for the Seaport Centre Maintenance District in the amount of $187,000 and
find that the project is exempt from the requirements of the California Environmental
Quality Act (CEQA) under CEQA Guidelines Section 15301 (Existing Facilities)

BACKGROUND
The Seaport Centre Maintenance District (District) was formed to pay for the
maintenance of facilities that were determined to require a level of service greater than
regularly required. The District was established in 1987 to pay for the maintenance of
stormwater pump stations, levee systems, and utilities in easements that benefit the
parcels within the District.
On June 8, 2015, Council accepted the City Manager’s and Engineer’s Reports
(Reports) that describes the annual maintenance work, costs, and budget of the
District. The reports also established the formula by which the annual special benefits
assessments will be calculated against each assessed parcel for an aggregate amount
not to exceed $187,000 annually. On August 24, 2015, property owners of the District
approved, by a vote of 100% yes to 0% no, the Reports, the levy and distribution of the
annual special benefit assessment of $187,000 for the parcels within the District. On
the same date, the Council adopted a resolution approving the proposed assessments
and authorizing the County to levy and collect the assessments. On July 25, 2016, the
Council again adopted a resolution authorizing the County to levy and collect the
annual assessments for the District.

ANALYSIS
The District is annually assessed to allow taxes to be levied and collected by the San
Mateo County (County) Controller’s and Tax Collector’s Office with the secured property
tax roll each year. Only special benefits are assessed, and any general benefits have
been separated from the special benefits as shown in the Reports for the District. The
District’s budget, annual assessment and formula for tax distributions were confirmed by
the City Council in August 24, 2015 after conducting a public hearing and ballot of the
affected property owners.
6.3.D. - Page 1
