REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 12, 2017 <br /> <br />SUBJECT <br />Levy of Benefit Assessments for Fiscal Year 2017/2018 for the Seaport Boulevard <br />Landscape Maintenance District <br /> <br />RECOMMENDATION <br />Adopt a resolution to order the Levy and Collection of Benefit Assessments for FY <br />2017/2018 for the Seaport Boulevard Landscape Maintenance District in the amount of <br />$212,500 and find that the project is exempt from the requirements of the California <br />Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 (Existing <br />Facilities) <br /> <br />BACKGROUND <br />The Seaport Boulevard Landscape Maintenance District (District) was established on <br />July 27, 1987 to pay for the expense of maintaining and operating the stormwater <br />retention basin and landscaping along Seaport Boulevard. Annual assessments are <br />levied against commercial properties along Seaport Boulevard and in Seaport Centre <br />for maintenance of facilities that were determined to require a level of service greater <br />than regularly required. <br />On June 8, 2015, the Council accepted the City Manager’s and Engineer’s Reports <br />(Reports) that describes the maintenance work, costs and the formula by which annual <br />assessments will be calculated against each assessed parcel for an aggregate amount <br />not to exceed $212,500 for the District. On August 24, 2015, property owners of the <br />District approved, by a vote of 100% yes to 0% no, the levy of a maximum annual <br />benefit assessment of $212,500. On the same date, the Council adopted a resolution <br />approving the proposed assessments and authorizing the County to levy and collect the <br />assessments. On July 25, 2016, the Council again adopted a resolution authorizing the <br />County to levy and collect the annual assessments for the District. <br /> <br />ANALYSIS <br />The District is assessed annually to allow taxes to be levied and collected by the San <br />Mateo County (County) Controller’s and Tax Collector’s Office with the secured property <br />tax roll. Only special benefits are assessed, and any general benefits have been <br />separated from the special benefits as shown in the Reports for the District. The <br />District’s budget, annual assessment and formula for distributions were confirmed by <br />the City Council in 2015. <br /> <br />6.3.E. - Page 1
