REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 12, 2017 <br /> <br />SUBJECT <br />City Council Appointments to the Library Board and the Planning Commission <br /> <br />RECOMMENDATION <br />Appoint by roll call to fill: 1) two expiring seats on the Library Board for full term seats <br />that expire on June 30, 2021; and, 2) three expiring seats on the Planning Commission <br />for full term seats that expire on June 30, 2021 <br /> <br />BACKGROUND <br />Due to expiring seats on current Boards Commissions and Committees (BCCs) the City <br />Council began a recruitment process (Phase II) to fill anticipated vacancies on the <br />Library Board and the Planning Commission. <br /> <br />ANALYSIS <br />City staff began recruitment for these positions on March 1, 2017 and the outreach <br />period ran through April 5, 2017. The usual methods of reaching out to the community <br />were used including press releases, a Mayor’s video, NextDoor, Facebook and Twitter. <br />In addition, the pre-Council meeting scroll, which is televised two hours in advance of <br />the meeting, was utilized to publicize these vacancies. Prior applicants on file were also <br />contacted. <br /> <br />The applicants for Council consideration are as follows: <br /> <br />Applicants for the Library Board seats that expire on June 30, 2021: <br /> <br />· Lisa Hicks-Dumanske * <br />· Peter Hutchinson <br />· Janet Lawson * <br />· Yin Lu <br />· Patricia A.
