REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 12, 2017 <br /> <br />SUBJECT <br />Purchase of Self-Contained Breathing Apparatuses (SCBAs) for use by the Fire <br />Department. <br /> <br />RECOMMENDATION <br />Approve, by motion, the purchase of SCBAs in the amount of $543,892.46 <br /> <br />BACKGROUND <br />This is a planned replacement of the Fire Department’s SCBAs at the end of their <br />predicted usable life, which was estimated to be ten years. The current SCBAs are <br />thirteen years old and have become less reliable with an increased failure rate in recent <br />years, necessitating costly repair expenses. SCBAs are an essential life safety item in <br />operations. <br /> <br />ANALYSIS <br />On March 10, 2017, a Notice Inviting Sealed Bids was published in The Daily News with <br />a submission deadline of 3:30 p.m. on March 29, 2017. Copies of the bid notice were <br />available at the Fire Department headquarters administrative offices at 755 Marshall St., <br />Redwood City. The notice was also on the Redwood City website bid section. The <br />received bids were opened by the posted Clerk on March 29, 2017, and are <br />summarized in the table below. <br /> <br />Name of Bidder Total Price <br />Cascade Fire Equipment Company $543,892.46 <br />Allstar Fire Equipment Inc. $587,086.88 <br />Third Bid Not Received <br />Recommended Bidder: Cascade Fire Equipment Company <br />Substantiation: Cascade Fire Equipment Company submitted a valid bid package that met the <br />specifications of the Fire Department and was the lowest bid. <br /> <br />The recommended action is to award the bid to Cascade Fire Equipment Company <br />because they submitted the lowest cost valid bid for SCBAs that met the Fire <br />Department’s bid specifications. <br /> <br />6.1.D. - Page 1
