<br />ORDINANCE AMENDING SECTION 2.27.6 OF THE REDWOOD CITY MUNICIPAL
<br />CODE REGARDING GENERAL MUNICIPAL ELECTIONS
<br />WHEREAS,the City of Redwood City’s (City)general municipal elections are now
<br />held on the rst Tuesday after the rst Monday in November of odd-numbered years to
<br />coincide with school district elections pursuant to Redwood City Code Section 2.27.6;and
<br />WHEREAS,Senate Bill 415 (SB 415)“Voter Participation”prohibits local
<br />governments,beginning January 1,2018,from holding an election on any date other than
<br />a statewide election date if doing so has resulted in voter turnout being at least 25%below
<br />the average turnout in that jurisdiction in the previous four statewide general elections,
<br />except as specied ;and
<br />WHEREAS,City Charter Section 4 and California Elections Code Sections 1301
<br />and 10403.5 authorize the City Council to consolidate general municipal elections with
<br />statewide elections and to increase or decrease any term of of ce by not more than 12
<br />months;and
<br />WHEREAS,in accordance with SB 415,the City has determined that it must adopt
<br />a transition plan by January 1,2018 to consolidate its general municipal elections with
<br />statewide elections no later than the November 8,2022 statewide general election;and
<br />WHEREAS,the City Council now desires to consolidate its general municipal
<br />elections with the statewide general elections,to be held on the rst Tuesday after the rst
<br />Monday in November of even-numbered years beginning in November 2018.
<br />NOW,THEREFORE;THE COUNCIL OF REDWOOD CITY DOES ORDAIN AS
<br />FOLLOWS:
<br />SECTION 1.The foregoing recitals are,and each of them is,true and correct and
<br />constitute the ndings in this matter.
<br />SECTION 2.The Redwood City Municipal Code is hereby amended as shown in the
<br />following Sections by adding the text shown in underline (example)and deleting the text
<br />shown in strikeout (example).The preceding Section and all text in brackets,[example]are
<br />informational only and need not be published in the Municipal Code.
<br />SECTION 3.Section 2.27.6 “General Municipal Elections”of the Redwood City
<br />Municipal Code is hereby amended as follows:
<br />Sec.2.27.6 –GENERAL MUNICIPAL ELECTIONS:
<br />A.Pursuant to the provisions of Government Code Section 36503.5Elections Code
<br />Sections 1301 and 10403.5,made applicable by Section 4 of the Charter of the City
<br />of Redwood City,this Council does hereby require and order that general municipal
<br />elections of the City of Redwood City shall be held in said City on the same day as
<br />school district elections statewide general elections as speci ed in Section 2602 1200
<br />of the Elections Code,to wit:the rst Tuesday after the rs t Monday in November
<br />of each oddeven-numbered year,commencing with said election in November,
<br />19952018,and continuing thereafter so long as this section shall remain in effect.
<br />B.This Council hereby n ds and determines that,as a result of the adoption of the
<br />ordinance from which this section is derived,no term of ofc e of any elective ofce r
<br />of this City shall be increased or decreased by more than twelve (12)months.
<br />SECTION 4.In accordance with California Elections Code Sections 1301 and
<br />10403.5,the term of ofce for City Councilmembers elected at the November 2013 and
<br />2015 general municipal elections is increased by 12 months to a 5-year term.The term
<br />of ofce for all City Councilmembers elected thereafter,beginning in 2018 and 2020
<br />respectively,is 4 years.
<br />SECTION 5.Pursuant to California Elections Code Sections 1301 and 10403.5,
<br />the City hereby requests the County of San Mateo approve this ordinance and allow for
<br />consolidation of the City’s general municipal election with the statewide general election
<br />conducted in November of each even-numbered year,beginning in November 2018.
<br />SECTION 6.This Ordinance shall become operative upon approval by the San
<br />Mateo County Board of Supervisors as provided by California Elections Code Sections
<br />1301 and 10403.5.
