Agency Director Leipzig noted for the record that the agency or the City taxpayers are <br /> providing a second mortgage in the amount of $255,000 at 3% interest, deferred for 10 <br /> years, then fully amortized over 20 years. <br /> <br />4. PUBLIC HEARING <br /> <br /> A. PUBLIC HEARING - Shea Homes and Irvine Apartment Communities (1AC) Franldi <br /> Street Project: 1) Initial Study and Mitigated Negative Declaration and 2) Replaceme~ <br /> Housing Plan <br /> <br /> Planning and Redevelopment Manager Church gave a report outlining the history of th <br /> project and introduced other information resources available in the audience. <br /> <br /> Gary Jacobs explained the Mitigated Negative Declaration and EIR process. He explained th <br /> project as relates to previous reports and stated no new significant impacts have arisen. <br /> <br /> Planning and Redevelopment Manager Church asked that two documents be placed in th <br /> record: 1.) Letter from Fehr & Peers Associates, Inc. dated April 23, 1999 and 2.)Attachmer <br /> to the Findings for the Franklin Street Project. <br /> <br /> 8:37p. m. - Opened Public Hearing <br /> <br /> The following speakers spoke in support of the project for reasons such as placing housin. <br /> near jobs, utilization of public transit and increased retail activity. Some needs expresse, <br /> were consideration of displaced merchants and collaboration with affected utility companies: <br /> <br /> Max Keech, Daniela Devincenzi, Randy Smith, Clem Molony, Rich Luna, Jim BigeloW <br /> George Mozingo, Kathy Thibodeaux, William Nack, Mark Moulton, David Crabbe, Ralp~ <br /> Nobles, Alicia Guerra, Florian Barth, and Tom Thompson read a letter from Caltrain date, <br /> April 26, 1999 and entered a copy into the record via the City Clerk. <br /> <br /> Robert Lico spoke of concerns about the communication process and the existing merchants. <br /> <br /> Ted Hannig said for the record, that the written request was made to the City for writte~ <br /> request of notification in 1998. Mr. Hannig expressed concern for lack of accommodation fo <br /> the disabled senior care facility. Mr. Hannig encouraged a strong consideration of emine~ <br /> domain to replace housing for the developmentally disabled seniors with open space. <br /> <br /> Recess 9:30 p. m.-9:45 p. m. <br /> <br /> Planning and Redevelopment Church responded to public comment as it related to the EI! <br /> and confirmed that the CEQA obligations for notification had been met. <br /> <br /> M/S Ira/Hartnett to close the public hearing.
