MOTION ORDER RD 99-12 <br /> <br />11:15 p.n~ - Council Member Ira left the dais <br />3. GENERAL <br /> <br /> A. RESOLUTION APPROVING AND AUTHORIZING EXECUTION OF ADVANCE FUNDING <br /> AGREEMENT (DOWNTOWN RETAIL-CINEMA PROJECT) <br /> <br /> Community Development Services Manager Webb explained that the Innisfree Companies and <br /> Western Investment Real Estate Trust is the master developer for the project that the City would <br /> enter into a negotiating contract with for a 9 month period. The action occurred at the May 17, <br /> 1999 Redevelopment Agency meeting and the period expires February 29, 2000 and has an option <br /> to extend for 3 months if needed. This involves no fiscal impact to the agency. <br /> <br /> M/S Ruskin/Leipzig to adopt RESOLUTION RD 99-29 APPROVING AND AUTHORIZING <br /> EXECUTION OF ADVANCE FUND1NG AGREEMENT (DOWNTOWN RETAIL-CINEMA <br /> PROJECT) (100) <br /> <br />4. PUBLIC HEARING on Approval of Disposition and Development Agreement with Irvine <br /> Apartment Communities (continued from July 26, 1999) <br /> <br /> Planning and Redevelopment Manager Church explained the process and the model as shown <br /> proposes 206 units, possible for eminent domain, no subsidies provided and prevailing wages <br /> agreed upon. <br /> <br /> M/S Claire/Ruskin to extend the meeting to 11:45 p.m. The motion passed by a unanimous roll <br /> call vote. <br /> <br /> Agency discussion included desire for language in the contract to provide enforcement <br /> capability by the City of prevailing wage. The City Attorney confirmed that violation of <br /> prevailing wage compliance could justify withholding of occupancy permit. <br /> <br /> Mayor Howard opened the public hearing. <br /> <br /> Bruce Dorfman explained the project began in 1995 and during the last 3 years there have been <br /> over 100 meetings held to review both the plan and the Development and Disposition <br /> Agreement (DDA). Comment was obtained from City staff, the Architectural Review <br /> Committee, the Planning Commission and the Redevelopment Agency Board. The DDA is an <br /> important step to allow the project to move forward. Mr. Dorfrnan encouraged Council to vote <br /> for approval of the DDA. Requested the right to respond to any questions. <br /> <br /> Andrew Butler, Greenbelt Alliance, spoke of "smartgrowth" and felt the Franklin Street project <br /> more than meets the needs of downtown Redwood City.
