Exhibit "D"
Water Budaet Calculation
Introduction:
This document represents the current methodology for calculating water budgets for
landscape irrigation and residential water utility accounts in Redwood City. This
methodology is subject to change due to changes in water supply, drought, state
regulation, or local policy. The system used to calculate water budgets should be
configurable by City staff with minimal intervention from CONSULTANT in order to meet
the changing needs of the City.
Backqround:
Redwood City water budgets are based on the Landscape Coefficient Method that is the
standard of the Green Industry. It is endorsed by the Irrigation Association, California
Landscape Contractors Association, California Urban Water Conservation Council, and
over 300 water agencies as the best methodology for identifying and maximizing
landscape irrigation efficiency. Water Budgets are calculated daily for the previous day
utilizing weather data retrieved from external web services. At the end of a consumption
period the water budgets calculated for each day in the period are added to provide a
sum total water budget used by the billing system.
Methods:
1. Calculate and present residential and irrigation water budgets as described as
follows.
a. Graphically display aline or similar feature representing a water use budget
utilizing daily values calculated by CONSULTANT for individual accounts or
groupings of accounts using the process maintained by the City's Utility
Billing System.
i. CONSULTANT shall integrate with the City's Utility Billing System
which maintains a process to group accounts that share a water
budget using one unique value called "Site ID" in conjunction with a
coded value water use type classification. The two values together
are referred to as a "Sub -Site"
b. Site ID is a 6 digit numeric value
c. Water Use Type is a 2 digit numeric value as follows
1 RETAIL
2 FIRE
3
IRRIGATION
4
OFFICE
5
MF RESIDENTIAL
6
INSTITUTIONAL
7
FOOD SERVICES
8
INDUSTRIAL
9
HEALTH SERVICES
10
LAUNDRY
11
LODGING
ATrY/AGR/2017.104/SMART ENERGY SYSTEMS—CUSTOMER WATER USE PORTAL
REV: 05-15-17 MI
