Box 391 <br />Redwood City, CA 94064 <br />Dear Deborah: <br />Per your request we have prepared a scope of services to assist the City of Redwood City <br />in establishing an Assessment D ¡strict for transportation system improvements in the <br />greater Redwood Shores area. Th! need for transþortation system improvements in this <br />area has been identified in numerous traffic studies over the years, the most <br />comprehensive of which was the Crane Study completed in 1987. This study identified <br />numerous improvements both within the Redwood Shores area as well as improvements <br />to U.S. 101 and the interchanges at Redwood Shores and Marine Parkway. The greater <br />Redwood Shores area is now reaching buildout and over the past four years, traffic <br />circulation has become increasin!~ly more congested. Significant delays are currently <br />experienced during the p.m. peak 10ur flows, which will only get worse as the remaining <br />undeveloped parcels in the area are fully developed. It is apparent that these traffic <br />improvements are now necessary to efficiently and adequately serve the needs of this <br />area. In this regard, the City 0; Redwood City is considering establishment of an <br />Assessment District to provide the necessary improvements. <br />To assist you in establishing ar Assessment District we recommend conducting a <br />preliminary analysis of the needed improvements and potential funding sources which <br />would have four goals: <br />1. Identify required improvements and their anticipated costs. <br />2. Identify properties which would benefit and properties with prior <br /> commitments to tram¡p0r:tation system improvements. <br />3. Identify issues which must be addressed to move the process fOf'\Nard. <br />4. Begin an outreach and consensus building process. <br />To meet these four goals, our scope of work should provide enough specific data to allow <br />all stakeholders adequate informa1 ion to analyze the transportation needs and required <br /> 540 Price Ávefll1e .
