<br />October 16, 1995(revised 11/20) EXHIBIT "A" <br />BKF No. P95446 <br />SCOPE OF SERVICES <br />The following outlines the proposed scope of services to identify the transportation <br />improvements needed to facilitate the proposed development in the Redwood Shores <br />area of the cities of Belmont, Redwood City and San Carlos: <br />1 TRAFFIC ANALYSIS <br />The purpose of the traffic analysis is to evaluate the existing 1995 traffic volumes plus <br />the vehicle trips that will be generated by the proposed development in the Redwood <br />Shores area and determine what the existing and future capacities of the roadways and <br />intersections will be. The following steps will be tak~n to determine existing and future <br />capacities: <br />1.0 Identify locations where 1995 traffic volume data needs to be collected. <br />1.1 Collect necessary traffic volume data. <br />1.2 Develop traffic model to analyze existing 1995 traffic counts and future <br /> development scenarios. <br />1.3 Develop 1995 Baseline traffic analysis for a two (2)-hour period for both the AM <br /> and PM peak periods using the traffic model. A two-hour period for both peak <br /> periods will provide a better indication as to the duration a particular location <br /> experiences traffic congestion. <br />1.4 Identify all potential development in the Redwood Shores area and determine <br /> the potential vehicle trips that will be generated by each development. <br />1.5 Assign the vehicle trips from all of the proposed developments onto the existing <br /> street system using the traffic model. <br />1.6 Analyze the future traffic conditions for a two-hour period for both the AM and <br /> PM peak periods. <br />1.7 Identify potential mitigation measures to improve the capacities of any <br /> intersections or roadway segments to acceptable levels. <br />1.8 Provide Value Engineering to evaluate the proposed mitigation measures to <br /> determine whether or not each specific measure is cost effective and consistent <br /> with the concerns of the affected cities. <br /> 1 <br /> '0._..-. __._.n"'...... <br />
