REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 26, 2017 <br /> <br />SUBJECT <br />Amendment Number 4 to a Professional Services Agreement with Neal Martin & <br />Associates, Inc. for Contract Staffing in the Planning Division <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 4 in an <br />amount not to exceed $330,000 with Neal Martin & Associates, Inc. for contract staffing <br />in the Planning Division resulting in a total contract amount not to exceed $993,995 <br /> <br />BACKGROUND <br />On February 4, 2014, the City executed an agreement with Neal Martin & Associates, <br />Inc., in the amount of $40,000 (AGR.2014.0061) to provide professional planning <br />services. This services agreement was necessary to ensure adequate customer service <br />at the One-Stop Counter and to provide assistance with Planning Division-related <br />projects due to staffing changes. On July 22, 2014, the City executed Amendment <br />Number 1 to the original agreement in the amount of $19,995 for an aggregate amount <br />of $59,995 to provide both Assistant Planner and Principal Planner levels of service. On <br />November 3, 2014, the City executed Amendment Number 2 to the original agreement <br />in the amount of $200,000 for an aggregate amount of $259,995 to provide Assistant <br />Planner and Principal Planner levels of service. On April 27, 2016, the City executed <br />Amendment Number 3 to the original agreement in the amount of $404,000 for an <br />aggregate amount of $663,995 to provide Senior Planner and Principal Planner levels of <br />service. <br /> <br />ANALYSIS <br />Since 2013, the Community Development Department has experienced a dramatic <br />increase in development activity and requests for planning assistance. This elevated <br />demand for services is expected to continue through 2018. In order to respond to this <br />activity while continuing to process applications in a timely manner and maintain <br />adequate customer service levels, staff recommends an increase to the existing <br />contract in the amount of $330,000. This amendment would continue the existing scope <br />of services including a Contract Senior Planner and a Contract Principal Planner to <br />provide as-needed professional services for complex planning projects, primarily for <br />those projects that are cost recoverable. In addition, amendment includes funds for <br />work performed by the Contract Principal Planner on the California Way Water Tank <br />project.
