While there is no requirement for an agency to enter into this agreement, there is a high
likelihood that a majority of the entities will do so due to the mutual benefit involved.

ALTERNATIVES
The City Council may choose to reject the San Mateo Building Department Mutual Aid
Agreement. However, this may result in a less comprehensive and effective effort for
county-wide building department aid.

FISCAL IMPACT
The Agreement requires that the “Requesting Party” reimburse the “Assisting Party” for
all of its costs incurred as a result of providing assistance under this Agreement within
sixty days. The advantage provided to the “Requesting Party” by the Agreement is that
pre-existing arrangements for the provision of services are often necessary to promptly
obtain reimbursement from state (i.e., California Disaster Assistance Act) or federal (i.e.,
Federal Emergency Management Agency) funds.

ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.

GARY LEPORI
COMMUNITY DEVELOPMENT MANAGER/BUILDING OFFICIAL

AARON AKNIN
ASSISTANT CITY MANAGER AND COMMUNITY DEVELOPMENT DIRECTOR

MELISSA STEVENSON DIAZ
CITY MANAGER

ATTACHMENTS
1. Resolution: “County of San Mateo Mutual Aid Agreement”
6.3.A. - Page 2
