REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 26, 2017 <br /> <br />SUBJECT <br />Fee Modifications for City Clerk, Finance, Library, Parks, Recreation and Community <br />Services, and Public Works Services Fees <br /> <br />RECOMMENDATION <br />1) Hold a public hearing; <br />2) Waive First Reading and introduce an Ordinance amending Sections 38.10, 38.10.1 <br />and 38.5(h) of the City Code relating to certain Public Works Services fees; <br />3) Adopt a Resolution amending and adopting certain fees and charges for City Clerk, <br />the Finance Division of Administrative Services, Library, and Parks, Recreation and <br />Community Services; directing staff to evaluate facility rental fees every two years; <br />rescinding Resolutions 11322 and 14592; and superseding other previously adopted <br />fees; <br />4) Adopt a Resolution amending and adopting certain fees and charges for Public <br />Works Services; superseding Section 5 of Resolution 15381; and superseding certain <br />previously adopted fees <br /> <br />BACKGROUND <br />In June 2016, the City entered into a professional services agreement with Matrix <br />Consulting Group (Matrix) to conduct a two-phase Comprehensive Fee Study in order to <br />recommend revisions to align the City’s fees with cost recovery or market levels. The <br />purpose of conducting the Fee Study was to find the true costs of providing City <br />services, add, where appropriate, recommend new fees for services currently provided <br />but not being charged, and eliminate fees for services no longer offered. <br /> <br />On May 8, 2017, the City Council held a Public Hearing for Phase 1 of the Fee Study <br />and adopted a resolution amending and adopting fees for the Community Development, <br />Fire, and Police Departments. Staff is creating a Master Fee Schedule to list all other <br />existing fees. In addition, the City Council approved an annual administrative update to <br />these fees based upon the average increase of salaries and benefits of the employees <br />Citywide. In addition, the City Council directed staff to conduct a Fee Study every five <br />years. <br /> <br />7.A. - Page 1
