Market Comparison <br />The recommendations included in this report not only ensure that charges keep pace <br />with the costs of providing certain services, but are also competitive with comparable <br />programs (where applicable) and are responsive to demands for the service within the <br />community. <br /> <br />The graph below depicts how the City compares to other cities in California in cost <br />recovery standards. City Clerk and Finance are maintaining a cost recovery level higher <br />than typically seen for other jurisdictions, while cost recovery for the Library and Public <br />Works Services are within the typical range. The current cost recovery shown for PRCS <br />specifically and only relates to park and facility rentals. While the focus of this study was <br />primarily facility and picnic rentals, staff confirmed with Matrix that the overall current <br />cost recovery for the Department, including other fees and services, such as Recreation <br />classes, are within the 20-40 percent typical cost recovery level seen for parks and <br />recreation services. <br /> <br /> <br /> <br />Recommended Changes to Redwood City Fees <br />7.A. - Page 3
