This workload <br />data allowed the project team to perform a number of analyses which provided useful <br />information to departments regarding allocation of staff resources, and are used as a <br />valuable cross check that ensures the validity of each cost allocation model. This <br />includes assurance that 100% of staff resources are accounted for and allocated to a <br />fee for service, or “other non-fee” related category. Since state law precludes City’s from <br />making a profit on fee based services, it is very important to ensure that services are not <br />estimated at a level that exceeds budgeted resource capacity. By accounting for not <br />more than 100% of staff resources, no more than 100% of costs will be allocated <br />through the Study. <br /> <br /> <br />7.A. - Page 25
