City Council / HHCC Joint Study Session <br />During the study session held on October 24, 2016 the Council provided comment and <br />direction on HHCC recommended housing policies. The Council categorized the <br />recommended policies into three groups - action items, items needing additional <br />research, or items that required no further action. Below is a chart that provides <br />Council’s categorization of the recommended policies, including four action items, four <br />additional research items and one item that required no further action. <br /># HHCC PROPOSED POLICY ACTION RESEARCH NO <br />ACTION <br />1 Rent Increase Moratorium <br />2 Minimum Lease Terms <br />3 Mediation Programs w/Additional <br />Research <br /> <br />4 Relocation Assistance Policy <br />5 Inclusionary Zoning <br />6 Development Incentives Promotion <br />7 Senior and Special Needs Housing <br />8 Accessible Housing <br />9 Impact Fee Strategy <br /> <br />The Council accepted several recommendations from the HHCC and requested the <br />HHCC conduct additional research and analysis on four specific items: Minimum Lease <br />Terms, Relocation Assistance, Inclusionary Zoning and Impact Fee Strategy. The <br />HHCC was then to make recommendations to Council based on their research. The <br />following report summarizes the results of this research and potential policies for <br />Council consideration. <br />Please note that the following conceptual policy recommendations have not yet <br />undergone a detailed legal review. Based on Council discussion on June 26, a full legal <br />review will be conducted prior to Council consideration of the final implementing <br />ordinance and/or policy. <br /> <br />8.A. - Page 2
