REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 26, 2017 <br /> <br />SUBJECT <br />Local Project Sponsor Agreement with the Association of Bay Area Governments and <br />San Francisco Estuary Partnership <br /> <br />RECOMMENDATION <br />By motion, (1) approve and authorize the City Manager to execute a Local Project <br />Sponsor Agreement between the Association of Bay Area Governments/San Francisco <br />Estuary Partnership and City of Redwood City, and (2) authorize the City Manager to <br />accept funds as part of the Bay Area Proposition 84 Integrated Regional Water <br />Management Grant <br /> <br />BACKGROUND <br />In November 2006, California voters passed Proposition 84, the Safe Drinking Water, <br />Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act (Prop <br />84). The Act authorized $5 billion in bonds for various purposes related to water quality <br />and flood control, and also provided $1 million for Integrated Regional Water <br />Management (IRWM) Planning and Implementation. IRWM grants are administered by <br />the Department of Water Resources (DWR). The program’s goal is to manage water <br />resources collaboratively, with regions working across jurisdictional, watershed, and <br />political boundaries. <br /> <br />The Bayfront Canal and Atherton Channel, together, collect stormwater from a <br />watershed that includes the City of Redwood City, City of Menlo Park, Town of Atherton, <br />Town of Woodside and unincorporated San Mateo County before discharging the <br />stormwater flows to the San Francisco Bay at Flood Slough. The City of Redwood City <br />is working with the Coastal Conservancy to integrate the South Bay Salt Pond <br />Restoration Project (Salt Ponds Project) with the Bayfront Canal/Atherton Channel <br />Flood Improvement Project (BC/AC Project). This integrated project will direct <br />stormwater to the Salt Ponds to enhance the habitat as well as serve as stormwater <br />detention for the Bayfront Canal and Atherton Channel drainage areas, which will <br />increase flood protection for the whole watershed. <br />The City agreed to apply for the DWR funding through an application submitted by the <br />Association of Bay Area Governments (ABAG) and San Francisco Estuary Partnership <br />6.1.D. - Page 1
