staff individually scored each proposal, and the top three firms were chosen to <br />interview: ClientFirst, NexLevel, and Shafer Consulting. <br />Staff recommends awarding the professional services contract to NexLevel Information <br />Technology, Inc., based upon their extensive experience working with municipal <br />agencies on procuring and implementing ERP systems, in addition to receiving positive <br />feedback from references (including Silicon Valley Clean Water Authority). NexLevel <br />Information Technology, Inc. also successfully prepared the City’s Information <br />Technology Strategic Plan in 2015. <br />The general scope of services covered in the contract includes four phases: <br /> <br />1. Discovery: Identification and documentation of Citywide functions, processes, <br />and requirements within the current system. Identification of gaps between <br />current functions and municipal best practices. Preparation of a timeline for the <br />project, including prioritization and implementation steps. <br /> <br />2. Budget: Preparation of budget estimates to replace the legacy system. <br /> <br />3. Request for Proposal (RFP): Assistance in the development of an RFP to replace <br />the legacy system, including evaluation of the responses and recommendation <br />on the final selection. <br /> <br />4. System implementation: Management of deliverables and assistance with <br />change management and training of employees throughout implementation. <br /> <br />ALTERNATIVES <br />The City Council may direct staff to pursue another ERP system consultant, or take no <br />action. <br /> <br />FISCAL IMPACT <br />The professional services agreement with NexLevel Information Technology, Inc. costs <br />$200,255.
