<br />REV: 06-15-17 JS <br />ATTY/AGR/2017.127/ NEXLEVEL – FSR CONSULTANT <br />Page 10 of 12 <br />EXHIBIT “A” <br /> <br />SCOPE OF SERVICES <br /> <br /> <br />The Consultant will perform four phases of professional services: <br /> <br />Phase 1: In the “Discovery” phase, the Consultant will work with the City to identify the <br />project teams, establish the foundation for effective project communication, and officially <br />kick off the project. The Consultant will conduct a thorough discovery of the City’s <br />specific objectives and needs to ensure all the features, functions, and requirements <br />(e.g. user, interface, conversion, technical, etc.) necessary are defined, documented, <br />and communicated through the resulting documents for inclusion in the RFP. <br /> <br />Phase 2: In the “Budget” phase, the Consultant will develop preliminary budget <br />estimates and estimated timelines. <br /> <br />Phase 3: In the “RFP” phase, the Consultant will work with the City to develop the RFP <br />documents. Two components have been added to this phase: Selection – where the <br />Consultant will provide the structure for a fair and organized means to complete the <br />review and decision process to select the best solution presented, including agendas <br />and scripts for vendor Proof-of-Capabilities (POC) sessions, and Negotiation – where <br />the Consultant will assist the City in negotiating their final agreement with the selected <br />vendor. <br /> <br />Phase 4: In the “System Implementation” phase, the Consultant will manage a Master <br />Project Plan, facilitate the relationships between the City and the selected vendor, and <br />develop a bi-weekly project status report. Phase 4 will be considered complete once <br />the new system has been implemented and is operating on a daily basis. <br /> <br />It is expected that Phase 4 will be complete by December 2020, which is the expected <br />completion date of the contract. <br /> <br />Below is an overview of the phases, activities, and required deliverables. These phases, <br />activities, and required deliverables are described in more detail in Consultant’s <br />proposal provided to City, which is attached to this Exhibit A as Attachment 1 and <br />incorporated herein by reference. If information provided in Attachment 1 conflicts with <br />this Exhibit A, Exhibit A shall control. <br />6.1.E. - Page 13
