The motion passed by a majority roll call vote with Council Member Ruskin <br />voting no. <br />8. MATTERS OF COUNCIL INTEREST <br />A. Legislation (information only) - This sub - section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California <br />Cities Priority Focus Bulletin No. 33 -2004, 34 -2004 and 35 -2004. Council may <br />direct staff to act on positions taken by Council. (Copies of League of California <br />Cities Priority Focus available in City Clerk's Department). <br />B. Resolution opposing Proposition 68 on the November 2, 2004 State -wide ballot <br />Vice Mayor Pierce stated that the two most powerful reasons for Redwood City <br />taking a stand in opposition is that this is another instance in which a statewide <br />proposition takes away local control over local land use decision making. The <br />example was given where the City of San Mateo would lose its ability to make <br />decisions about whether to permit additional gaming within its borders. She <br />stated her belief that what happens in one jurisdiction can happen in another and <br />as on other occasions where local control has been an issue, the City has taken <br />a stand. <br />M/S Ruskin /Bain to approve the resolution opposing Proposition 68, the Gaming <br />Revenue Act, on the November 2, 2004 State -wide ballot <br />RESOLUTION 14607 OPPOSING PROPOSITION 68, THE GAMING REVENUE ACT <br />OF 2004 ON THE NOVEMBER 2, 2004 STATE -WIDE BALLOT (214) <br />The motion passed by a unanimous roll call vote. <br />C. Council Member Hartnett — stated that there was a speaker under Oral <br />Communications that commented on literature related to Marina Shores. He <br />further stated that although Mayor Ira set a clear policy with respect to restraints <br />in the scope of communications in order to not engage in debate on Marina <br />Shores under Oral Communications, he found it necessary to restrain himself <br />from responding. He stated that a spirited political debate on the policy issues <br />related to Marina Shores is welcome but that should not be done under Oral <br />Communications. <br />D. Mayor Ira — stated that the League of California Cities is very concerned about <br />Proposition 1A and the potential impacts on local budgets this upcoming year if it <br />does not pass.
