C. Amend RCN Franchise Agreement (801) <br />Recommendation: <br />It is recommended that the City Council, introduce an ordinance, approving an <br />amendment to the franchise agreement with RCN Telecom Services for the <br />primary purpose of amending the language determining the franchise expiration <br />date. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />APPROVING AN AMENDMENT OF THE FRANCHISE BETWEEN THE CITY OF <br />REDWOOD CITY AND RCN TELECOM SERVICES, INC., FORMERLY RCN <br />TELECOM SERVICES OF CALIFORNIA, INC. TO CHANGE THE METHOD BY WHICH <br />CONSTRUCTION COMPLIANCE IS REGULATED AND TO PROVIDE FOR THE <br />CREATION OF A MULTI JURISDICTIONAL FIBER NETWORK WITHIN REDWOOD <br />CITY AND NEIGHBORING COMMUNITIES <br />MINUTE ORDER 04 -175 <br />M/S Foust/Howard to adjourn the Redevelopment Agency Meeting. The motion <br />passed by a unanimous voice vote by those present with Council Member <br />Ruskin absent. <br />7. STAFF REPORTS <br />A. Resolution adopting the "Redwood City Plan and Proposal" for the restoration of <br />Inner Bair Island <br />Mayor Ira explained the background and read portions of the letter from Craig <br />Manson with U.S. Fish and Wildlife and Parks. The letter encouraged close work <br />with the Fish and Wildlife Service to develop a plan that, consistent with refuge <br />purposes, achieves the goals of access for all citizens, environmental education, <br />and conservation of important wildlife and habitat. Mayor Ira commended Vice <br />Mayor Pierce and Council Member Foust for their work on this project. He stated <br />that a public hearing will be held on Wednesday, September 22 at 7:00 p.m. at <br />the Veterans Senior Center, 1455 Madison Avenue, Redwood City. The City will <br />present the plan at that meeting sponsored by both the City and NFWS. <br />Vice Mayor Pierce stated that she and Council Member Foust would be <br />presenting the Redwood City plan and the proposal for the restoration of Bair <br />Island.
