Item No. 6 (continued) <br />because such amendments do not include the location or other <br />characteristics of buildings, public facilities, or other <br />improvements or details of land use with sufficient specificity <br />meaningfully to relate potential adverse effects resulting from <br />the prior use (such as dispersion of leacheate and gases and /or <br />the effects of hazardous wastes, if any) to occupancy of the site <br />under proposed changes in land uses. <br />24. Notwithstanding the foregoing, the former use of the <br />Project site does compel the requirement that additional studies <br />be done to determine the habitability of the entire site at such <br />time, if such should occur, that a site plan is proposed for the <br />Project. <br />25. To the extent not specifically addressed herein, all <br />other objections to the certification of the FEIR are hereby <br />found and determined to be without merit for the reasons <br />respectively related thereto as stated in memorandum dated <br />January 20, 1989 to City Manager from Planning Director and /or as <br />stated in correspondence from the City Attorney to the City <br />Council dated Jan. 6, 1989 and Jan. 17, 1989, which reasons are <br />incorporated herein by reference. <br />26. In view of the foregoing, the appeal should be denied <br />and the certification of the FEIR affirmed; provided, that at <br />such time as a specific site plan may be proposed for development <br />of the Project site, the City shall require, as a minimum, that <br />additional studies shall be conducted to determine the <br />habitability of the entire Project site. <br />CONCLUSION <br />The appeal should be, and is hereby, denied, and the <br />certification that the FEIR has been completed in compliance with <br />CEQA is hereby affirmed; subject, however, to the requirement <br />that at such time, if such should occur, as a specific site plan <br />may be proposed for development of the Project site, as a <br />minimum, additional studies shall be conducted to determine the <br />habitability of the entire Project site; and provided, further, <br />that nothing herein contained shall be deemed, by implication or <br />otherwise, approval of any proposed amendment to -the General <br />Plan, the Specific Plan for the Project site, or any other <br />entitlement pertaining to the Project as described in the FEIR. <br />The foregoing findings, determinations and conclusion were <br />approved by the Council of the City of Redwood City at a regular <br />meeting held on February 27, 1989 by the following vote: <br />AYES, and in favor: Councilmembers Buchan, Bury,' Claire, LaBerge, <br />Stangel and t•tayor Greeitalch <br />NOES, and against: Councilman Murray <br />MINUTE ORDER NO. 89 -28 <br />Reg.Mtg.
