Item No. 4 (continued) <br />over 100 employees in Redwood City; this policy does not stop free <br />enterprise, it encourages it; it would stop "underground economy "; <br />prevailing wages allow workers to be stable, productive integral <br />contributors to the City. <br />Don Terry, owner of Terry Plumbing, Redwood City and President of Greater Bay <br />Area Plumbing and Heating Contractors Association, spoke in favor of wage <br />policy citing: has 17 employees who are paid prevailing wages and 47% live in <br />Redwood City; unfair to small private employers to bid against those who <br />do not pay the same wages. <br />John Raiser, 800 South Claremont, general contractor and union contractor <br />in Redwood City for 28 years speaking against the policy citing: wages do not <br />determine the overall cost of project and quality of work is more important <br />than wages; will be difficult to enforce as law dictates must go to lowest <br />bidder; quality of labor in Redwood City is high now and urge Council not to <br />change process; problem is with administration of policy to all construction <br />workers in Redwood City. <br />Gene Masciarelli, Redwood Shores, Inc. 3 Twin Dolphin Drive, Redwood City, <br />submitted 2 letters (PW Ex -5 from Masado Development 2/27/89 and PW Ex -6 from <br />Southwest Diversified 2/27/89) from 2 developers currently building projects <br />in Redwood Shores. <br />CONSENSUS: It was the consensus of Mayor Greenalch that the Council wished <br />to continue the public hearing to the regular Council meeting of March 6, <br />1989, at which time more testimony will be heard, but no decision will be <br />made.
