Wayne Wheeler <br />445 -11 Cork Harbor Circle <br />Redwood City, CA 94065 <br />Prometheus Development Co., Inc. <br />2600 Campus Drive, Suite 200 <br />San Mateo, CA 94403 -2524 <br />Re: FINDINGS ON APPEAL FROM DECISION OF T11E PLANNING <br />COMMISSION OF T11E CITY OF REDWOOD CITY TO CERTIFY A <br />FINAL ENVIRONMENTAL IMPACT REPORT FOR A RESIDENTIAL AND <br />COMMERCIAL PROJECT ON REDWOOD PENINSULA IN REDWOOD <br />CITY, CALIFORNIA <br />Public hearing having been duly noticed and held, commencing <br />on January 9, 1989, continued to January 23, 1989, and concluded <br />on February 6, 1989 on the abovementioned appeal, oral evidence <br />having been heard, and documentary material having been received, <br />opportunity to be heard having been given to all persons present, <br />the Council of the City of Redwood City hereby finds, determines <br />and concludes as follows: <br />1. The appeal was initiated by letter of appeal dated <br />December 9, 1988 from the Peninsula Landing Homeowners <br />Association and others (sic.) ( "Appellants ") pursuant to <br />paragraph 15 of Resolution No. 6882, as amended, ( "R.C. Res. No. <br />6882 "), the City's regulations implementing the California <br />Environmental Quality Act (Pub. Res. C. 521000 et seq.; "CEQA ") <br />from a decision of the Planning Commission to certify that a <br />final environmental impact report ( "FEIR ") had been completed in' ` <br />compliance with CEQA pursuant to R.C. Res. No. 6882 and the State <br />Guidelines implementive of CEQA (14 Cal. Adm. C. §15000 et seq.; <br />"State CEQA Guidelines ") for a proposed "residential and <br />office /research and development - type commercial project" (FEIR, <br />p.S -1) in Redwood City, California (the "Project "). <br />2. The Planning Commission reviewed the draft <br />environmental impact report ( "DEIR ") for the Project and the <br />comments and responses thereto, and required as a condition of <br />its certification, that a corrected Table 153 -B (Summary of <br />Machine Counts and Marine Parkway - West of Bridge, FEIR p.F -45) <br />be inserted in the FEIR, and that a special mitigation measure <br />(Section 2.5.3, FEIR, p. 2 -43) be added <br />duly made and carried, the Commission <br />completed in compliance with CEQA <br />Thereafter, the appeal was timely taken <br />appeal, dated Dec. 9, 1989; "Ltr. of App. <br />Reg.Mtg. <br />2/27/89 <br />Page 8 <br />to the FEIR.
