Item No. 1 (continued) <br />Mayor Greenalch declared the public hearing open at 7:40 p.m. and invited <br />anyone who wished to speak to do so. <br />Joseph M. Gughemetti, attorney for Al Engle, Jr. owner of Harbor Village <br />Mobilehome Park, asked Council not to adopt proposed ordinances which <br />would place a cloud over the marketability of the property; current state <br />laws protect tenants through notices, hearings, relocation and mitigation <br />measures sufficient to preclude further need for legal action; spot zoning <br />will not create a Mobile Home District, limits marketability and use of <br />private property; the Hall v Santa Barbara decision states providing <br />tenants rights in perpetuity is illegal and Redwood City is exposing itself <br />to massive litigation costs without providing any further protection for <br />tenants. <br />Chuck Hicks, 2053 E. Bayshore, No. 85, Vice President of Redwood Estates <br />Mobile Home Owners Association, advised Council that last year the area was <br />zoned R -T -2 which helped a great deal and the proposed ordinances would give <br />them a sense of security against the loss of their homes to industrial <br />expansion. <br />Marie Rickes, 3015 E. Bayshore Road Harbor Village Mobile Home Park, advised <br />Council that not passing these ordinances would add many residents of Harbor <br />Village to the ranks of the homeless; mobile homes are the best low cost <br />housing units available; conservative estimated rent on last years 325 spaces <br />is $1.115 million not including other revenues such as RV rental, percentage <br />of utilities; mobile homes are vital to Redwood City. <br />Mayor Greenalch asked if anyone else wished to speak.
