As shown in Table 9, under <br />Background Plus Project conditions, six of the nine study intersections would continue to operate at <br />acceptable levels of service and the intersections of Broadway and Woodside Road, Middlefield Road <br />and Woodside Road, and Bay Road and Charter Street would continue to operate at LOS E during the <br />AM and PM peak hours with the addition of project traffic. However, the added project trips would <br />not have a significant impact at these intersections based on the City’s level of service standards. <br />Therefore, the proposed project would not result in a significant impact to the operations of any of the <br />study area intersections during the Background Plus Project conditions. <br /> <br />Cumulative and Cumulative Plus Project Conditions. The results of the intersection level of <br />service analysis under Cumulative Conditions are shown in Table 10. The results indicate that five of <br />the nine study intersections would operate at acceptable levels of service during the AM and PM peak <br />hours. However, the intersections at Broadway and Woodside Road (Intersection #2); Middlefield <br />Road and Woodside Road (Intersection #4); which is a CMP intersection; Bay Road and Charter <br />Street (Intersection #5); and Bay Road and Douglas Avenue (Intersection #9) would operate at an <br />unacceptable LOS E or F during the AM and/or PM peak hours. <br /> <br />Cumulative Plus Project traffic volumes are shown in Figure 14. As shown in Table 10, under <br />Cumulative Plus Project conditions five of the study intersections would continue to operate at <br />acceptable levels of service. The intersections of Broadway and Woodside Road, Middlefield Road and <br />Woodside Road, Bay Road and Charter Street, and Bay Road and Douglas Avenue would continue to <br />operate at an unacceptable LOS E or F during the AM and/or PM peak hours. However, the added <br />project trips would not have a significant impact at these intersections based on the City’s level of <br />service standards. Therefore, the proposed project would not result in a significant impact to the <br />operations of any of the study area intersections during the Cumulative Plus Project conditions. <br /> <br />b) Conflict with an applicable congestion management program, including, but not limited to level <br />of service standards and travel demand measures, or other standards established by the county <br />congestion management agency for designated roads or highways? (Less-Than-Significant <br />Impact) <br /> <br />The City/County Association of Governments of San Mateo County (C/CAG) administers the San <br />Mateo County Congestion Management Program (CMP). The CMP requires new development <br />projected to add 100 or more peak hour trips to the CMP roadway network to implement Travel <br />Demand Management (TDM) measures that would reduce project impacts. In the vicinity of the <br />project site, facilities that are part of the CMP network include US 101, Woodside Road (SR 84) and <br />El Camino Real (SR 82). The Middlefield Road and Woodside Road (SR-84) intersection (Intersection <br />#4) is the only CMP intersection within the project study area. The CMP level of service standard for <br />this intersection is LOS E or better. <br /> <br />As discussed above in Section XVI.a and as shown in Tables 8, 9, and 10, this intersection would <br />continue to operate at LOS D during Existing Plus Project conditions; LOS D during the AM peak <br />hour and LOS E during the PM peak hour under Background Plus Project conditions; and LOS E <br />during Cumulative Plus Project conditions. Operations at this intersection would not degrade below <br />LOS E with implementation of the proposed project.
