The intersection at Bay Road and Charter Street provides crosswalks <br />across on all but the north leg. However, a crosswalk on the north leg is unnecessary since pedestrians <br />walking to and from school may cross Bay Road using the crosswalk on the south leg, which is <br />immediately adjacent to the project site. There is a curb on the southeast corner of Bay Road and <br />Charter Street which features a bulb out, which reduces the crossing distance for pedestrians <br />attempting to cross Bay Road. The project proposes to add a similar bulb out on the southwest corner, <br />which would further enhance pedestrian movements at the intersection. The design of the roadway <br />geometry would be subject to San Mateo County standards and approval. <br /> <br />The intersection at Bay Road and Douglas Avenue provides no crosswalks. Bay Road also has <br />uncontrolled mid-block crosswalks located just south of Kaynyne Street and just north of Sweeney <br />Avenue, and Spring Street has an uncontrolled mid-block crosswalk located just north of Kaynyne <br />Street. Woodside Road provides sidewalks only on the north side. Among the four study intersections <br />on Woodside Road, only the intersections at Broadway and Woodside Road and at Bay Road and <br />Woodside Road include crosswalks with pedestrian signal heads. The intersections at Veterans <br />Boulevard and Woodside Road and at Middlefield Road and Woodside Road do not include <br />crosswalks. <br /> <br />However, even with the additional number of pedestrians using the existing local sidewalks and <br />crosswalks to access the project site as a result of the project, there would be sufficient capacity on <br />existing facilities to accommodate increased pedestrian activity1. Therefore, the proposed project <br />would not conflict with adopted plans and policies regarding pedestrian facilities and this impact <br />would be less than significant. <br /> <br />Transit Facilities. Transit in the study area is provided by SamTrans. The project site is served <br />by five bus routes and a Caltrain shuttle. The nearest bus stop on Broadway is located less than 0.25 <br />miles from the proposed school while the nearest bus stop on Middlefield Road is located <br />approximately 0.5 miles from the project site. Continuous sidewalks are available for pedestrians <br />walking between the school and the nearest bus stops. Because the proposed project would serve <br />students in grades TK through 5, transit usage is expected to be minimal since students would need to <br />be accompanied by an adult. Even if the TDM Program is successful in encouraging a high <br />percentage of staff to use transit, the number staff transit rider is likely to be four or fewer.
