DTSC will not approve the proposed use of the on-site <br />building as a school unless indoor air screening levels are met. With implementation of the Work Plan <br />and soil vapor recovery system, indoor air quality associated with the project would not expose <br />sensitive receptors to substantial pollutant concentrations. Furthermore, the soil vapor is an existing <br />condition that is not caused or exacerbated by the project. <br /> <br />Outdoor Air Quality. Emissions of VOCs to outdoor air from the subsurface contamination <br />were evaluated as part of the site characterization and were “considered minor due to atmospheric <br />mixing.”21 Any emissions from the building vapor collection system would similarly disperse in the <br />air and would be below levels of concern. <br /> <br />e) Create objectionable odors affecting a substantial number of people? (Less-Than-Significant <br />Impact) <br /> <br />The proposed project would not involve permanent land uses or activities that would generate <br />objectionable odors. Construction-related activities, such as exhaust from construction vehicles and <br />equipment and building materials, may result in objectionable odors; however, these odors would be <br />temporary and short in duration.
