Therefore, the potential for subsidence or collapse is low. Therefore, this impact would be <br />less than significant. <br /> <br />d) Be located on expansive soil, as defined in Table 18-1-B of the Uniform Building Code (1994), <br />creating substantial risks to life or property? (Potentially Significant Unless Mitigation <br />Incorporated) <br /> <br />The project site is covered by 3.5 to 4.5 feet of highly expansive clay. Expansive soils are character- <br />ized by the potential for shrinking and swelling as the moisture content of the soil decreases and <br />increases, respectively. The changes in soil volume can result in substantial cosmetic and structural <br />damage to buildings and hardscape developed over expansive soils. These effects can be mitigated by <br />moisture conditioning the expansive soil, placing non-expansive fill below slabs and foundations, <br />designing foundations and slabs to resist ground movements associated with volume changes, <br />supporting foundations below the zone of severe moisture change, and/or limiting moisture changes <br />in the surficial soils by using positive drainage away from the building as well as limiting landscape <br />watering. The Geotechnical Investigation for the proposed project provides detailed grading <br />recommendations that address the potential impacts of expansive soils. Implementation of Mitigation <br />Measure GEO-1, which requires the project sponsor to incorporate all of the recommendations of the <br />geotechnical investigation into the project development plans, would ensure that potential impacts <br />related to expansive soils at the project site would be reduced to a less-than-significant level. <br /> <br />e) Have soils incapable of adequately supporting the use of septic tanks or alternative waste water <br />disposal systems where sewers are not available for the disposal of waste water? (No Impact) <br /> <br />The project site is located within San Mateo County’s Fair Oaks Sewer Maintenance District.46 The <br />wastewater conveyance system that serves the project site is maintained by the County of San Mateo <br />but is conveyed to Redwood City’s South Bayside System Authority treatment plant.47 Development <br />of the proposed project would not involve the use of septic tanks or alternative wastewater disposal <br />systems. Therefore, the proposed project would have no impact related to septic tanks or alternative <br />waste water disposal systems. <br /> <br /> <br /> <br /> <br /> <br />46 San Mateo, County of, 2014.
