Motor vehicle emissions are <br />the largest source of GHG emissions (74 percent of the total). Area sources and water use associated <br />with the project represent a fraction of the total project emissions. The project has <br />since been revised to reduce the maximum enrollment capacity to 480 students. Therefore, the calculations <br />overestimate project emissions associated with vehicle trips and the data presented above is a conservative <br />estimate. <br />Source: LSA Associates, Inc., 2014. <br /> <br /> <br />According to the BAAQMD, a project would result in a less-than-significant GHG impact if it would: <br /> Result in operational-related greenhouse gas emissions of less than 1,100 metric tons of <br />CO2e a year, or <br /> Result in operational-related greenhouse gas emissions of less than 4.6 metric tons of CO2e <br />per service population (residents plus employees). <br /> <br />As shown in Table 4, the proposed project would generate up to 694 metric tons of CO2e emissions <br />per year. Annual emissions of operational-related GHGs for the proposed project do not exceed the <br />significance threshold of 1,100 metric tons of CO2e per year. Therefore, operation of the proposed <br />project would not generate significant GHG emissions and would have a less-than-significant impact <br />on operational GHG emissions. <br /> <br />b) Conflict with an applicable plan, policy or regulation adopted for the purpose of reducing the <br />emissions of greenhouse gases? (No Impact) <br /> <br />The California Environmental Protection Agency Climate Action Team (CAT) and the ARB have <br />developed several reports to achieve the Governor’s GHG targets, which rely on voluntary actions of <br />California businesses, local government and community groups, and State incentive and regulatory <br />programs. These include the CAT’s 2006 Report to Governor Schwarzenegger and the Legislature, <br />ARB’s 2007 Expanded List of Early Action Measures to Reduce Greenhouse Gas Emissions in <br /> <br />ATTY/RESO.0032/PC RESO APPROVING CEQA - 860 CHARTER ST.
