NOTICE OF INTENT TO ADOPT A <br />MITIGATED NEGATIVE DECLARATION FOR THE <br />ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT <br /> <br /> <br />NOTICE IS HEREBY GIVEN that the City of Redwood City (City) has completed an Initial <br />Study/Mitigated Negative Declaration for the proposed Rocketship Redwood City Elementary School <br />Project in accordance with the California Environmental Quality Act. <br /> <br />Project Location: The approximately 1.12-acre project site is located at 860 Charter Street in <br />Redwood City and unincorporated San Mateo County and is generally bounded by Bay Road to the <br />north, existing light industrial and commercial uses to the east and south, and Charter Street to the <br />west. <br />Proposed Project: The site is currently developed with an approximately 23,200-square-foot, one- <br />story warehouse structure within the City boundaries and an associated surface parking lot and metal <br />storage shed within the County boundaries. <br /> <br />The project sponsor (Launchpad Development Fifteen LLC/Rocketship Education) proposes to <br />convert the site into a public TK-5 charter elementary school, which would be operated by Rocketship <br />Education. Associated improvements include new landscaping and playground areas and modifications <br />to existing site access, circulation and parking. The proposed school would have a maximum <br />enrollment of 480 students when it is fully operational. <br /> <br />The proposed project also includes installation and operation of an active sub-slab depressurization <br />system to eliminate the exposure pathway between contaminated soil vapors and indoor air sensitive <br />receptors and inhibit soil gases from flowing into the building, thereby ensuring that indoor air <br />concentrations of VOCs related to the underlying subsurface conditions are reduced to an acceptable <br />level. Operation of this system would be conducted under DTSC oversight. <br /> <br />Findings: The Initial Study prepared by the City was undertaken for the purpose of deciding whether <br />the project may have a significant effect on the environment. On the basis of the Initial Study, City <br />staff has concluded that the project will not have a significant effect on the environment and, therefore, <br />has prepared a Mitigated Negative Declaration. The project site is not on a list of hazardous waste sites <br />compiled pursuant to Government Code Section 65962.5. <br /> <br />Public Review: Copies of the Initial Study/Mitigated Negative Declaration are on file and available <br />for review at the City of Redwood City, 1017 Middlefield Road, Redwood City, CA 94065. <br /> <br />Written comments will be accepted from September 30, 2016 to November 1, 2016. Comments from <br />all Responsible Agencies and interested parties are requested.
