Prior to 1978, <br />lead compounds were commonly used in interior and exterior paints and prior to the 1980s, building <br />materials often contained asbestos fibers. Since the existing building was constructed in 195470 (the <br />existing metal shed was added to the site between 1981 and 1991), the existing building and/or the <br />metal shed could contain lead-based paint (LBP) and asbestos-containing materials (ACM). In <br />addition, other common items present in buildings, such as electrical transformers, fluorescent <br />lighting, electrical switches, heating/cooling equipment, and thermostats, often contain hazardous <br />materials, such as polychlorinated biphenyl (PCBs) in the light ballasts, and mercury in old <br />thermostats, which may pose a health risk if not handled and disposed of properly. At the time this <br />Initial Study was prepared, no hazardous materials survey had been conducted for the project site; <br />however, a Phase I Environmental Site Assessment conducted in 2004 indicated that the building <br />contained ACM.71 During renovation activities associated with the proposed project, these materials <br />may be disturbed or released. The following mitigation measure would reduce this potentially <br />significant impact to a less-than-significant level. <br /> <br />Mitigation Measure HAZ-2: Hazardous building materials surveys shall be conducted by a <br />qualified and licensed professional for the metal shed and the existing building. All loose and <br />peeling LBP and ACM shall be abated by certified contractor(s) in accordance with National <br />Emission Standards for Hazardous Air Pollutants guidelines, Bay Area Air Quality Manage- <br />ment District, and Division of Occupational Safety and Health (Cal/OSHA) requirements. All <br />other hazardous materials shall be removed from buildings prior to renovation in accordance <br />with applicable regulations. Completion of the abatement activities shall be documented by a <br />qualified environmental professional(s) and submitted to the City and/or San Mateo County for <br />review with applications for issuance of construction permits. <br /> <br />c) Emit hazardous emissions or handle hazardous or acutely hazardous materials, substances, or <br />waste within 0.25 miles of an existing or proposed school? (Less-Than-Significant Impact) <br /> <br />Hoover Elementary School is located approximately 0.3 miles south of the project site at 701 Charter <br />Street and Summit Preparatory Charter High School is located approximately 0.14 miles (750 feet) <br />north of the project site at 890 Broadway Street. As discussed in Section VIII.a, the proposed school <br />would likely store and use minor amounts of hazardous materials and, as a matter of routine, the <br />operation of the school would not be expected to result in emissions of hazardous materials. <br />Emissions of VOCs to outdoor air from the subsurface contamination were evaluated as part of the <br />site characterization and were “considered minor due to atmospheric mixing.”72 Any emissions from <br />the building vapor collection system would similarly disperse in air and be below levels of concern. <br />Therefore, impacts related to the proximity of nearby schools would be less than significant. <br /> <br />70 Cornerstone Earth Group, 2014, Phase I Environmental Site Assessment, op. cit. <br />71 Ibid. <br />72 The Source Group Inc., 2016, op. cit. <br /> <br />ATTY/RESO.0032/PC RESO APPROVING CEQA - 860 CHARTER ST.
