(Less-Than-Significant Impact) <br /> <br />The potential for the construction and operation of the proposed project to degrade water quality is <br />described in Section IX.a. No additional impacts to water quality would be expected. Therefore, this <br />potential impact is less than significant. <br /> <br />g) Place housing within a 100-year flood hazard area as mapped on a federal Flood Hazard <br />Boundary or Flood Insurance Rate Map or other flood hazard delineation map? (No Impact) <br /> <br />The project site does not involve the development of housing and is not located within a 100-year <br />flood hazard area as mapped by the Federal Emergency Management Agency (FEMA)81. Therefore, <br />no impact related to the placement of housing within a floodplain would occur. <br /> <br />h) Place within a 100-year flood hazard area structures which would impede or redirect flood <br />flows? (No Impact) <br /> <br />The project site is not located within a 100-year flood hazard area as mapped by FEMA,82 and <br />therefore no impact related to the placement of structures within a floodplain would occur. <br /> <br />i) Expose people or structures to a significant risk of loss, injury or death involving flooding, <br />including flooding of as a result of the failure of a levee or dam? (Less-Than-Significant <br />Impact) <br /> <br />The project site is not located within the inundation zone of the Lower Emerald Lake or within the <br />inundation zones of any other water bodies near Redwood City.83 Additionally, the project site is not <br />located within an area that is protected from flood by a levee.84 <br /> <br />The project site could be subject to flooding as a result of sea level rise. In the San Francisco Bay <br />area, the background rate of sea level rise has been estimated to be approximately 0.076 inches per <br />year from 1900 to 2008, and a sea level rise of 16 inches by 2050 and 55 inches by 2100 has been <br />predicted by the San Francisco Bay Conservation and Development Commission.85 The project site is <br />located in an area that would be subject to flooding as a result of a sea level rise over 48 inches.86 The <br />Redwood City General Plan and San Mateo County General Plan include multiple policies and <br />programs specifically designed to address the effects of climate change within the confines of the City <br />and County, respectively. In particular, Program PS-16 of the Redwood City General Plan states that <br />the City will prepare response strategies that address climate change induced sea level rise and <br /> <br />81 Federal Emergency Management Agency, 2012.
