The trip count shall be the average of the two weekday <br />counts. Concurrent with the trip counts, the third- party traffic consultant shall conduct <br />a queuing analysis for on-street queuing due to driveway back-up at the designated <br />on-site pick-up/drop-off points for the school. The data from the traffic counts shall <br />be submitted to the County of San Mateo Public Works Roadway Traffic Services <br />Division, Current Planning Section of the County of San Mateo Planning and Building <br />Department, and the City of Redwood City Community Development Department <br />in a report for review. The County and/or City may also choose to conduct its own <br />monitoring if desired. The school shall be required to conduct a maximum of two <br />traffic counts per year for a period three years of operation, contingent on the school <br />having traffic counts below the peak hour trip maximum. <br /> <br />If the monitoring shows that the trip cap is exceeded, then the applicant shall have sixty <br />(60) days to prepare and submit a Transportation Demand Management (TDM) <br />program, subject to City review and approval, that incorporates measures to reduce the <br />number of trips below the trip cap, and shall have an additional sixty (60) days to <br />implement the TDM program in order to bring the site into compliance with the trip <br />cap. Subsequent monitoring will be conducted by the City thirty (30) days following <br />implementation of the TDM Program, or may be conducted by the County. If the <br />subsequent monitoring indicates that the site still exceeds the trip cap, then the <br />applicant may need to reduce student enrollment accordingly, at the end of the school <br />year, to bring the site into compliance with the trip cap. Non-compliance evidenced by <br />the subsequent monitoring may result in review of the use permit by the City of <br />Redwood City Planning Commission. <br /> 36. All special events shall be conducted off-site or sufficient parking shall be provided off- <br />site. The applicant shall provide a list of events to the City with confirmation of off-site <br />locations annually and shall post the events on the school’s website to the satisfaction <br />of the Planning Manager.
