24. COMPLIANCE WITH CALIFORNIA LABOR LAWS AND FEDERAL <br />REQUIREMENTS. Contractor agrees to be bound by the Labor Laws of the State of <br />California, and applicable Federal requirements. A paragraph shall be incorporated in <br />every agreement between Contractor and third parties in connection to the Project stating <br />that the third party must comply with California Labor Laws and applicable Federal <br />requirements. Pursuant to 42 USC 5310, all laborers and mechanics employed by <br />contractors or subcontractors in the performance of construction work financed in whole <br />or in part with assistance received from CDBG and HOME shall be paid wages at rates <br />not less than those prevailing on similar construction in the locality as determined by the <br />Secretary of Labor in accordance with the Davis -Bacon Act, as amended (40 U.S.C. <br />3141-3144, 3146, 3147): Provided, that this section shall apply to the rehabilitation of <br />residential property only if such property contains not less than 11 units. The Secretary <br />of Labor shall have, with respect to such labor standards, the authority and functions set <br />forth in Reorganization Plan Numbered 14 of 1950 (15 F.R. 3176; 64 Stat. 1267) and the <br />Davis -Bacon Act, each as may be amended from time to time. The Wage and Hour <br />Division of the Employment Standards Administration administers and enforces the <br />Davis -Bacon Act. More detailed information, including copies of explanatory brochures <br />and regulatory and interpretative materials, may be obtained by contacting the Wage and <br />Hour Division's local office. GENERAL COMPLIANCE WITH LAWS. Contractor will keep fully informed <br />of federal, state and local laws and ordinances and regulations which in any manner affect <br />those employed by Contractor, or in any way affect the Project by Contractor. <br />26. LEAD-BASED PAINT.
