Item No. 1 (continued) <br />Mayor Greenalch declared the public hearing open at 7 :40 p.m. and invited <br />anyone wishing to speak to do so. <br />The following people addressed the Council in support of City acquiring PERS <br />health coverage, citing the following reasons: there is a health care crisis <br />in the City of Redwood City due to the withdrawal of coverage by Blue Cross, <br />the financial difficulties of ABAG and Bay Pacific, and the limitations of <br />the Kaiser Health Plan for retirees; PERS is an acceptable alternative <br />offering 14 health plans which would provide the needed coverage lost when <br />Blue Cross withdrew its plan from Redwood City, and the $50,000 PERS <br />administrative fee is a one -time only charge. <br />Joe Brenner, SEIU Local 715 Field Representative, urged Council to acquire <br />PERS health care for employees and retirees now as a safety net while <br />Labor and the City continue search for most affordable and accessible plan <br />available. <br />Mary Spore - Alhadef, 1044 Middlefield, new Main Library, Redwood City <br />Jack Glenn, Lead Maintenance Electrician, Redwood City <br />Joe Rodriguez, President of Redwood City Police Officers Association <br />Tina Baird, 3787 Farm Hill Blvd., Redwood City <br />Council described status of the three current health plans offered by the <br />City; PERS increase over the cap for Bay Pacific subscribers; problem of <br />expending $50,000 as a stop -gap measure and its impact on arguments to retain <br />PERS; negative effects if coverage lost again after new doctor /patient <br />relations established; availability of Blue Cross; and when, where and how <br />this item should be negotiated and resolved. <br />Mayor Greenalch asked if anyone else wished to speak to this issue. No one <br />wished to speak. <br />Michael S. Hutton, 609 Price Avenue, Redwood City, Assistant Executive <br />director of Youth and Family Assistance Program asked Council for <br />reinstatement of original request of $29,061 to maintain current services. <br />Margaret Marshall, 1947 Cordilleras Road, Redwood City on behalf of the <br />Consortium for School Age Child Care asked Council for increase to $18,400 <br />for consultant which would allow City benefits and maintain level of service. <br />Mayor Greenalch asked if anyone else wished to speak on any item on the <br />budget.
