(continued) <br />Carol Henley, 157 Springdale Way, Emerald Lake Hills area of Redwood City <br />asked Council to justify use of multiplier in Emerald Lake Hills area in - <br />view of the fact water service has deteriorated and the whole area only uses <br />4% of the total usage in Redwood City.
