6. PUBLIC HEARINGS <br /> <br /> A. PUBLIC HEARING - Redwood Shores Transportation District Formation/Bond <br /> Issue/Special Election <br /> <br /> Finance Director Ponty presented an overview of the second in a series of five actions for <br /> Council approval that will eventually result in the fomiation of a community facilities <br /> district (Mello Roos District) for bonds to be used to improve the transportation system in <br /> Redwood Shores. <br /> <br /> Council questions included whether governmental agencies are included in the assessment <br /> and asked that any revised documents be presented prior to the public heating. <br /> <br /> City Manager Everett explained that the revisions were those requested by the businesses <br /> and the changes would be reviewed. <br /> <br /> Mayor Howard announced no written protests had been received. <br /> <br /> Public Hearing Opened- 10:50 p.m. <br /> <br /> Max Keech, Transportation District; Jim Bigelow, EVP/SAMCEDA and Randy Smith, <br /> Oracle spoke in support of the of the assessment district. Conditions were presented by <br /> Oracle. <br /> <br /> M/S Ruskin/Ira to extend the Council meeting to 11:30 p.m. Motion passed by unanimous <br /> voice vote. <br /> <br /> M/S Leipzig/Ruskin to close the public hearing. Motion passed by unanimous voice vote. <br /> <br /> Public Hearing Closed- 11:10 p.m. <br /> <br /> Council Member Claire apologized to Mr. Smith regarding late revision submittal. <br /> <br /> Mr. Roth said that based on discussions between City staffand landowners in the District, it <br /> had been determined that approved but undeveloped commercial property would be subject <br /> to the special tax on the same basis as developed commercial property. Mr. Roth indicated <br /> that as a result of this detemfination, additional changes needed to be made at the City <br /> Council meeting to the Rate and Method of Apportionment attached as Exhibit C to the <br /> resolution establishing the district. As described by Mr. Roth, under the prior version of the <br /> Rate and Method of Apportionment, approved but undeveloped commereiai property was <br /> subject to the special tax only upon the election of the landowner, while under the amended <br /> version of the Rate and Method of Apportiomnent, property that had received development <br /> approval as of June 1 of any year would be subject to the special tax in the next fiscal year. <br /> Mr. Roth suggested that it would be appropriate for the City Council to adopt the resolution <br /> <br />REGULAR COUNCIL MEETING MINUTES BOOK NO. 57 APRIL 26, 1999 <br />MINUTES Page No. 304 PAGE 4 <br /> <br /> <br />
