EXHIBIT A CONSULTANT SERVICES Municipal Resource Consultants (MRC) shall provide revenue enhancement and information services to the City of Redwood City (City). The following describes revenue enhancement audits, information services, compensation, qualifications and project management team: I. REVENUE ENHANCEMENT AUDITS A. BACKGROUND Many California cities are not realizing all of the revenue to which they are entitled due to administrative errors and omissions by revenue-generating businesses and intermediaries (such as the State, counties and utility companies) responsible for collecting and remitting taxes. Administrative errors and omissions are inevitable given the non- standard, complex nature of state and local taxes with regard to applicability, rates, exceptions, exemptions, quirks and inconsistencies. Human fallibility, fragmented responsibilities and employee turnover further compound the problem. Because there are time limitations on the City's ability to recover the revenue it has been deprived of, it behooves Redwood City to have revenue enhancement audits conducted as thoroughly and rapidly as possible. B. OBJECTIVES The objective of MRC's revenue recovery audits is to assist the City in recovering all of the revenue to which it is entitled from the City's major sources of general fund revenue (see Scope below).
