6.1.H. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager July 24, 2017 SUBJECT Agreement between the San Mateo County Superintendent of Schools and the City of Redwood City for San Mateo County Child Care Partnership Council Services RECOMMENDATION By motion, approve and authorize the City Manager to execute the agreement between the City of Redwood City and the San Mateo County Superintendent of Schools for Child Care Partnership Council Services BACKGROUND The Child Care Coordinator position provides consultation services between child care providers and City departments; develops program collaborative efforts throughout the city; provides information and referral services to providers, parents and the Redwood City School District; and supports City policies associated with child care. The San Mateo County Superintendent of Schools is the lead agency and fiscal agent for the Child Care Partnership Council, and they have requested that the City provide services in support of their work for the 2017-18 fiscal year. The purpose of the San Mateo County Child Care Partnership Council is to collaboratively develop, promote and update a plan for a comprehensive, countywide child care and development system. It provides a community venue where the impact of state and federal child care and family policies, proposed legislation or regulation can be examined from multiple viewpoints. ANALYSIS The City's Child Care Coordinator position is budgeted as a .5 Full Time Equivalent (FTE) position. The San Mateo County Superintendent has requested the Child Care Coordinator provide contract services for the San Mateo County Child Care Partnership Council developing needs assessments, conducing strategic planning, and assisting with various other activities. The activities are the equivalent of a .3 FTE position, so the Child Care Coordinator would be funded as a .8 FTE for Fiscal Year 2017-18.
