Baker & Taylor and Ingram Library Services offer higher discounts <br />for materials, however, the processing and cataloging costs are higher for both of these <br />services. In addition, Baker & Taylor charges original cataloging for each item, while <br />Midwest Tape only charges once for original cataloging for a title and then a small fee of <br />$0.25 for additional items. Recorded Books offers only audiobooks and do not offer <br />significant savings over Midwest Tape. Mase Group LLC offers a service whereby <br />materials are delivered to the library, Mase Group LLC picks up the materials, <br />processes them and then returns them. While they offer a discount on the cost of <br />processing, this does add extra steps making the time from store to shelf longer. <br />Taking the whole cost of supplying and preprocessing items into account, Midwest <br />Tape offers the best combination of supply of needed titles and cost of processing and <br />cataloging. <br />Based on the combination of available discounts, per -item and per -title cataloging and <br />processing charges, and ability of each vendor to meet specifications for materials <br />processing and ordering systems, Baker & Taylor was identified as the most cost- <br />effective and most responsive contractor from which to purchase books, as well as <br />cataloging and processing services for those books. <br />Based on the same criteria, Midwest Tape was identified as the most cost-effective and <br />most responsive contractor from which to purchase audiovisual materials, as well as <br />cataloging and processing services for those materials. <br />ALTERNATIVES <br />Council may choose not to award the contracts and direct staff to rebid this project. <br />FISCAL IMPACT <br />Funds for Library materials are appropriated annually, and are budgeted at $658,788 for <br />FY2017-18. The contracts do not commit to any specific level of annual expenditures. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, section <br />15378, because it has no potential for resulting in either a direct or foreseeable physical <br />change in the environment. <br />awl �147-- <br />LIBRARY DIRECTOR <br />
