6.1.B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 24, 2017 <br />SUBJECT <br />Purchase of three 1500 GPM Fire Engines <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute San Jose F.D. Type -1 <br />Tag -On Proposal for the purchase of three 1500 GPM Fire Engines in the amount of <br />$1,799,994.39 from Hi -Tech Emergency Vehicle Service, Inc. of Oakdale, CA under the <br />"Other Public Agency Purchases" provision of the City of San Jose's Solicitation <br />Request for Bid 12-13-44 1500 GPM Fire Engines (Design & Build) <br />BACKGROUND <br />Redwood City's Fleet Replacement Program is designed to provide a structure for <br />evaluating vehicles and equipment in order to replace them at the most economically <br />advantageous point in their life cycle. At pre -described intervals, vehicles and equipment <br />undergo a thorough evaluation including but not limited to, age, mileage, condition, <br />maintenance history, downtime, anticipated future repairs, usage and vehicle capabilities. <br />The Redwood City Fire Department (RCFD) has three engines that are scheduled for <br />replacement in the current fiscal year. Representatives from the Fire Department and the <br />Public Works Services Department (PWS) have agreed that the three replacement engines <br />should be 1500 GPM fire engines, as they will meet the performance requirements of the <br />Fire Department. <br />The City of San Jose conducted a bid in 2013 for 1500 GPM fire engines and Hi -Tech <br />Emergency Vehicle Service, Inc. was found to be the lowest responsible bidder and was <br />awarded the contract. The contract was awarded in 2013 for a period of one year, with <br />seven additional terms of one year, for a total contract life of eight years. <br />ANALYSIS <br />When buying equipment, the City follows Article VII of Chapter 2 of the Redwood City <br />Municipal Code (Purchasing Ordinance). The Purchasing Ordinance provides for <br />competitive bidding so that the City may get the best possible benefit of the process. <br />However, the Purchasing Ordinance recognizes that in certain situations alternative <br />procedures may be utilized. <br />
