6.1.B. - Page 3 <br />Ordinance. In fiscal year 2016-17, RCFD worked in conjunction with PWS to issue a <br />Request for Proposals (RFP) to purchase a fire engine based on specifications written by <br />RCFD. The City received four proposals in response to the RFP, with a per-unit price <br />ranging from $624,000 to $777,000. The per-unit price under the San Jose contract is <br />$599,998.13. <br />ALTERNATIVES <br />1. Council may elect not to approve the purchase of the three 1500 GPM fire engines. <br />The operations of the Fire Department would be adversely impacted due to <br />conditions of the existing fire engines. <br />2. Additionally, Council may direct staff to conduct a separate competitive bid process <br />to purchase the fire engines. Conducting a separate competitive bid process would <br />likely not result in any cost savings since the City of San Jose's bid process included <br />all of the same criteria and requirements that a Redwood City competitive bid <br />requires. <br />FISCAL IMPACT <br />Funds in the amount of $1,799,994.39 are available in the FY 2017-18 Equipment <br />Replacement Fund Budget for the purchase. This amount will be subsequently recovered <br />from the operating budget of the user department through vehicle replacement charges in <br />future years. <br />ENVIRONMENTAL REVIEW <br />This action is not a "project" within the meaning of the California Environmental Quality <br />Act (CEQA) because the purchase will not cause a direct physical change in the <br />environment or reasonably foreseeable indirect physical change in the environment. <br />(Public Resource Code § 21065; Guidelines § 15378) <br />ADRIAN LEE <br />MANAGEMENT ANALYST <br />
