6.3.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 24, 2017 <br />SUBJECT <br />Water Connection and Service — Proposed single family residence at 649 Park Road <br />(APN 057-163-110), in unincorporated San Mateo County, CA <br />RECOMMENDATION <br />Confirm determination that the Project is exempt from CEQA; <br />Approve, by resolution, a request to Local Agency Formation Commission (LAFCO) for <br />extension of water services outside jurisdictional boundaries to a proposed single family <br />residence at 649 Park Road (APN 057-163-110), in unincorporated San Mateo County, <br />pursuant to Government Code Section 56133 <br />BACKGROUND <br />The subject property, located at 649 Park Road, is currently undeveloped. The parcel is <br />located outside Redwood City's jurisdictional boundaries, but is within the City's sphere <br />of influence and water service area. The parcel does not have a water service <br />connection. The owner of the parcel has applied to the County of San Mateo for a <br />building permit to construct a new single family residence. San Mateo County Building <br />Department requires the property owner to secure a new water connection and service <br />from the City of Redwood City to serve the proposed residence. In addition, the City <br />must receive San Mateo Local Agency Formation Commission (LAFCO) approval to <br />provide water service. The City owns an existing 6 -inch water main that runs along the <br />frontage of the Property. Construction of this new single family home requires the <br />Property owner to construct a 2 -inch water service lateral connecting to the existing 6 - <br />inch water main, and install a 2 -inch meter. <br />ANALYSIS <br />The extension of water service outside jurisdictional boundaries is not a frequent <br />occurrence. The occasional addition of a residential connection is not anticipated to <br />have any significant impact on the City's total water allotment. <br />LAFCO requires Council's authorization, by resolution, of requests made for new <br />services. Staff recommends that the City request LAFCO's approval to extend water <br />service outside jurisdictional boundaries to 649 Park Road pursuant to Government <br />Code Section 56133. The water service connection proposed for the new single family <br />residence is subject to the following conditions and fees: <br />
