6.3.B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 24, 2017 <br />SUBJECT <br />Installation of Speed Humps on Fernside Street <br />RECOMMENDATION <br />By resolution, approve and authorize the installation of one speed hump on Fernside <br />Street between McGarvey and Roosevelt Avenues and replace the two temporary <br />speed humps on Fernside Street between Carson and Goodwin Streets with permanent <br />speed humps, and find that the proposed project is exempt from the California <br />Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 (Existing <br />Facilities) <br />BACKGROUND <br />The City of Redwood City received a request from residents of Fernside Street north of <br />Roosevelt Avenue to add speed humps between McGarvey and Roosevelt Avenues, <br />continuing the existing traffic calming on Fernside Street south of Roosevelt Avenue. <br />Resident concerns include speeding, pedestrian safety, and the volume of cut -through <br />traffic. There is also a perception that the traffic patterns in the area may have resulted <br />from the reconfiguration of Farm Hill Boulevard and Jefferson Avenue. <br />Fernside is a two-lane, local road which extends from McGarvey Avenue to Alameda de <br />las Pulgas. Within the segment in question, Fernside Street is stopped at Roosevelt <br />Avenue and at McGarvey Avenue (both are two-way stops). Fernside Street has two <br />temporary speed humps between Carson Street and Roosevelt Avenue and two <br />permanent speed humps between Harcross Road and Sterling Way. McGarvey <br />Avenue has speed humps east and west of Fernside Street. See Figure 1 for the <br />location of speed humps on Fernside Street. <br />There are two parks close to this section of Fernside Street: <br />• Westwood Park, which is located one block off of Fernside Street at Briarfield <br />Avenue and Westwood Street, and <br />• Stulsaft Park which has an entrance at Parkdale Way. <br />Fernside Street is also a popular route for people riding bikes, including students going <br />to Woodside High School and residents commuting to Menlo Park or Palo Alto. <br />
