6.3.C. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 24, 2017 <br />SUBJECT <br />Authorize Agreements for Design and Project Management for 101/84 Interchange <br />Project and Adopt Resolution Approving a Cooperative Agreement with CalTrans in <br />Support of the 101/84 Project <br />RECOMMENDATION <br />1) By motion, approve and authorize the City Manager to execute the Agreement for <br />Professional Services with AECOM Technical Services, Inc. in the amount of <br />$7,187,555 for design services and authorize the City Manager to amend the <br />Agreement, if necessary, up to 10% of the Agreement amount, not to exceed <br />$7,906,310; and <br />2) By motion, approve and authorize the City Manager to execute Amendment No. 4 to <br />Agreement for Professional Services with Krupka Consulting in the amount of $335,000 <br />(not to exceed $842,000 in total) for project management services; and <br />3) Adopt Resolution approving a Cooperative Agreement with the California Department <br />of Transportation for State Independent Quality Assurance of the Plans, Specifications <br />and Estimate (PS&E), Right of Way Support (R/W Support), and Right of Way Capital <br />(R/W Capital) Phases for the 101/84 Interchange Project <br />BACKGROUND <br />In coordination with Caltrans and the San Mateo County Transportation Authority (TA), <br />the City successfully completed the Project Approval and Environmental Document <br />(PA&ED) phase of the 101/84 Interchange Project. The Project Report and Initial Study <br />with Negative Declaration/Environmental Assessment with Finding of No Significant <br />Impact were completed and approved in December 2016. URS led the design team and <br />Krupka Consulting provided project management services. During the course of the <br />PA&ED contract, URS was acquired by AECOM. <br />To advance the project, the City is beginning work on the Plans, Specifications, and <br />Estimate and Right of Way (PS&E & RM) phases. Entering a new phase of work <br />requires: <br />• A new cooperative agreement with Caltrans to outline our respective roles and <br />responsibilities, <br />• A new agreement with a qualified design team to complete the work, and <br />• An amendment for project management services to oversee and manage the <br />project of behalf of the City. <br />
