6.3.C. - Page 3
approve the agreement to cover completion of PS&E and R/W. The estimated duration
of this phase is 24 months.
Project Management Services
Krupka Consulting has been providing project management for the 101/84 Interchange
Project since the initiation of the PA&ED phase. Project management for these phases
of work includes project oversight, administration of PS&E and R/W consultant
contracts, and coordination with the City, Caltrans, the TA, and the community. To date,
Krupka Consulting has performed effectively and efficiently and provided the
appropriate level of coordination with City staff. The base amendment amount is for
$305,000 with a contingency amount of $30,000, for roughly two years of services. Use
of the contingency will require City Manager's approval.
Staff negotiated an amendment to the agreement and recommends the City Council
approve Amendment No. 4, which provides for continued project management services
for the PS&E and R/W phases of work.
ALTERNATIVES
City Council may choose to:
• Cease work on the project and not execute the Cooperative Agreement with
Caltrans, the agreement with AECOM, or the amendment with Krupka
Consulting.
• Not approve the design agreement or project management services amendment
and direct staff to modify them or take alternate action.
FISCAL IMPACT
Funding for the PS&E and R/W Support phases of work are provided by the following
sources and accounts:
• San Mateo County Transportation Authority Highway Program Grant (264 83172
which has a balance of $8,044,880 as of May 31, 2017); and
• Traffic mitigation fees from the development of the Woodside Technology Center
for Woodside Road Corridor Improvements (268 70604 which has a balance of
$730,093 as of May 31, 2017); and
• Traffic mitigation fees from the development of the Mid Point Technology Park for
Woodside Road Corridor Improvements (266 70604 which has a balance of
$807,571 as of May 31, 2017).
The Cooperative Agreement does not require the City's direct expenditure of funds.
ENVIRONMENTAL REVIEW
The City of Redwood City has determined that the execution these documents is not a
project as defined in the California Environmental Quality Act.
